Your torrent program will run a hash check no, this has nothing to do with weed against the existing files. Any files that are the same as before will be left alone. Only the "incorrect" files ie: updated files from 0. Torrent uses hash checking to "heal" files. Simply just point to the same download location every time, and only the changed files will be downloaded.
Easy as that! BitTorrent will check it, and only download the bits you are missing. Where ever demand is highest, bandwidth will be highest as the network dynamically shifts to meet load requirements. Translation: you'll never get a slow download on a popular item, unlike other P2P systems and web servers which struggle under high download rates. In fact with torrent, the more people downloading a program, the faster it will be!

Yeah but torrents can be unreliable. The new "distributed database" solves that issue assuming the clients people are using also support it, which most do.
If a central tracker disappears, the clients will become temporary trackers until another official one reappears if ever. Word is that more work is being done to extend that functionality in future versions of popular clients such as TomatoTorrent, BitTornado, Azureus, etc. Apparently the original BitTorrent author himself doesn't like the idea as he thinks its only application is for warez, ironically but all the same, Torrent is open source, and the community dictates its direction, not one single man.
DHT is not a good thing for ratio sites, enabling it skips the tracker to certain clients from what i've been told as a result screws up your figures. They dont use miscellaneous trackers setup on geocities accounts ;. I share my account with another bloke, he leeches over http and I use nntp as they split the usage between the two protocols which works out well.
One thing to remember about the torrents at pleasuredome is that all the roms have been torrentzipped - which gives them the same hash code regardless of the OS. If you have a full set of roms from elsewhere retroroms and then decide to use pleasuredome to update you may find that it will download the whole thing again. When a site goes down, talk automatically switches to whether there might be some kind of resurrection. We had a good run and we decided it was the best time to end. PD was a great site and the time is right for it to come to a meaningful close. Believe me, we will miss the community too, but it was the right time for all good things to come to an end.
